Hon. Osman Jama Aden, the Minister of Education issued a ministerial directive in which he with immediate effect prohibits the issuance of private school permits and at the same time forbids already licenced private owned school from opening of new branches.
In the ministerial directive issued by the office of the Minister of Education stated as follows:
“The Ministry of Education and Science is mandated and responsible for the implementation of quality of education services and in accordance with National Education Policies, the National Education Act (Law No. 77/2018), the Ministry of Education and Science polices and the Constitution of the Republic of Somaliland .
As the Ministry responds to the declining state of education in particular the quality of education and the monitoring of the country’s education standards, from the date of the issuing of this letter (2/12/2018).I, have decided, until further notice to cease the issuance of new licenses for opening private schools. At the same time forbids already existing private owned school from opening of new branches.
All Commissioners of Education are hereby required to implement the directive, anyone who does not observe the above directives shall be reported to the Director-General who shall in turn take legal action necessary.
Authorities in other government agencies are due hereby expected to accord us with the necessary assistance in implementing the ministerial directive and so as to ensure the quality of education for our children. “
