MADASHA’S ADVICE TO THE GOVERNMENT AND THE GUURTI

A PRESS RELEASE

In its role as honest counsel to the public and to the branches of our government, Madasha would like to state its position on the current political crisis in our country. We believe that this crisis –

  1. Was deliberately created and could have been avoidable if the current government was honest about holding presidential and parliamentary elections. They wasted five precious and peaceful years and did not do their job intentionally.
  2. Threatens the peace, stability, and democratic processes of Somaliland;
  3. Has created a constitutional fiasco since the Guurti has made an ill-advised and unlawful term extension for an inept government that could not fulfill its national responsibilities.

As the contingencies terms and conditions mentioned in Articles 83(5) and 42(3) of the Constitution do not prevail, there is no legal, moral, or political reason to extend the reign of the current government and parliament beyond the timeline that has been set by the National Electoral Commission for holding the elections.

Therefore, as it has often stated before, Madasha strongly asserts and recommends the following:

  1. That the presidential and parliamentary elections be held on 1 June 2016 as indicated by the National Electoral Commission.
  2. That the legitimate term of office for the incumbent government and the not-so-legitimate terms for the legislature branches would come to an end on 26 June 2015. After that date, Madasha does consider the current government neither legal nor representative. Therefore, before that date is reached, all stakeholders must come together and pave the way for forming a transitional national unity government that will lead the country to free and fair elections.
  3. That Madasha no longer has confidence in the incumbent government or in the Guurti to respect the Constitution of this country and usher in free and fair elections as well as peaceful and democratic change of government if so becomes the express wish or determination of the citizenry. .
  4. We believe that heeding this advice will help us avoid a “Burundi Scenario” in Somaliland.
