Somaliland:Has Dahir Riyaale ever Answered for his Past Mistakes?

Almost five years passed since the ex President Dahir Riyaal Kahain put himself on voluntary exile from his country and his people and there are documented reasons that force him to go a voluntary exile. Self-exile is often depicted as a form of protest by the person that claims it, to avoid persecution or legal matters such as financial corruption, or criminal allegations, an act of shame or threatened with imprisonment. It is unethical for any president to choice living in exile than living in his country which he was he ruled almost eight years. Had Dahir Riyaale Kahin has any prestige in his country and his people, he would have not gone on voluntary exile straight away when lost power in the office while Somaliland current president and his party  was on active opposition ever since Dahir Riyaale Kahin was in office.  He return back home from voluntary exile after five years, but the question  what made him to return back home at present and what made him to call a press a conferences. What is press conference, why should we hold press conferences, when do we hold press conferences, how do we hold press conferences. But what exactly is a press conference? A press conference is a tool designed to generate news in particular, hard news that can advance the cause of your organization.

Press releases, interviews, and informal media contacts are excellent ways of getting your message across. A press conference is an additional media technique, for special occasions, when you really want to make an impression. We can announce an important development, and explain its significant local and wider implications. You can often generate the kind of notice or publicity. When the event includes a prominent individual to whom the media should have access. Usually we call press conferences, our sole objective is to gain popularity, but considering the great crime that Dahir Riyaale committed against his country and his people, do anyone of us think that Dahir Riyaale press conference on June 11, 2015 will generate any popularity for him?. Without elaborating, the answer is the crime that he committed during his office against his people and his country.  Let me now explain our assessment in greater detail since he came to office from May the 3^rd 2002 to July 27, 2015. To begin with, in the event, Dahir Riyaale any sense of feeling, he would have not make a press considering the crime that committed since he was holding in office almost nine (9) years. In the event, we compare apple to apple, one year of the current government is more productive than the entire years of the former government in which Dahir Riyaale Kahin in office. It is confirmed that, the former government committed political corruption estimated over fifty three million dollars (US $ 53 million) by using their official powers to gain illegitimate private gain.  Illegal act by an officeholder constitutes political corruption. Politics corruption undermines democracy and good governance. Corruption erodes the institutional capacity of government Corruption undermines the legitimacy of government and such democratic values as trust and tolerance. Corruption facilitates environmental destruction. While corrupt societies may have formal legislation to protect the environment. Corruption is the enemy of development, and of good governance. It must be got rid of. Both the government and the people at large must come together to achieve this national objective. Corruption is a true enemy to development. There is no compromise when it comes to corruption. You have to fight it and fighting corruption is not just good governance. It’s self-defence. It’s patriotism.  The corruption committed by the former government under the leadership of Dahir Kahin has undermined our national economy and we considered the period in which Dahir Kahin as waste time and setback for the people of Somaliland since there is no visible progress, development or achievement in part of Somaliland. The budget of the former government was US $ 47 million dollars while the amount the money that sized through corruption was US. Arrears are a legal term for the part of a debt that is overdue after missing one or more required payments. The amount of the arrears is the amount accrued from the date on which the first missed payment was due. The budget of Dahair Riyaale administration was US $ 30 million in 2003 and their budget in fiscal year 2009 -2010 was US $ 47 million which means an increase of only 17 million on a period of seven (7) years while the budget for the current government in the first has gone up from 47 million to 83 million which means an increase of 36 million equivalent to 77 % increase. The budget increase for Dahir Riyaale administration for 7 years was 17 million while only 5 years for the current government 135 million, in other an increase of almost four times. The budget of the local governments is not included. The last national approved by our house of representatives was US $ 182 million. The following table is self explanatory on the comparison of the former government leading by Dahir Riyaale and the current government and the differences between the periods clearly indicated in the table.

The difference differences can be described between piece of sand and many solid rocks. It is not possible to locate piece of sand from the ground while we can see rocks from distant. The reason which influences Dahir Riyaale to choice living in voluntary exile is that, he has no prestige in his country and his people and that is why he immediately flee out of the country when lost the election. Apart the corruption in which his government committed against his country and his poor people, he sourced setback for us for a period over 9 years and in the event, there is justice in Somaliland, he should be prosecuted taken into account and charging him the tens of million dollars that his government taken from our treasury. It is totally unfair that a poor clerk who misuse 1000 dollars from the government lost his job while the president that his government taken our treasury over 50 million dollars enjoying his freedom and yet came back to home when he noticed the dispute with regard the period of extension for the  government and our parliament., His sole intention of returning home is to make propaganda against the government and therefore, he should be questioned for the massive corruption which his government against poor country and  poor people. Dahir Riyaale made poor country poorer and poor people poorer. Dahir Riyaale failed to administer his own party, how can he administer country. He was corrupt, inefficient and lacks any vision to lead a country.

It is not possible for him to get any job above than intelligent officer let alone a president for a country and it will not be possible for him to be president in Somaliland had not inherited office from the former president Egal. The people of Somaliland commit their greatest mistake when they elect someone who is corrupt, inefficient and lacks any leadership skills. Internationally, when leaders are elected, people consider good criteria for electing their leaders, but unfortunately, we have considered the bad criteria of Dahir Riyaale when we elect him which is morally wrong and these who compare president Silanyo who brought massive change and massive progress during his term of office and the Incompetent one, Dahir Riyaale lacks any morality, as it is similar choosing bad from good. The difference between bad and good is not disputable.  The difference between a successful person and others is not a lack of strength, not a lack of knowledge, but rather a lack of will. People ask the difference between a leader and a boss. The leader leads, and the boss drives. Football is football and talent is talent. But the mindset of your team makes all the difference. Apart of his inefficiency, Dahir Riyaale was surrendered by a team of incompetent minsters and that is what made them fail and fail the whole country. If the coach is incompetent and the team is incompetent, do we expect them to win the game? It is absolutely not as the end game result will be losing. Football is football and talent is talent. But the mindset of your team makes all the difference. In theory there is no difference between theories, but in practise, there is a huge difference. The difference between the impossible and the possible lies in a man’s determination. Cooking is not difficult. Everyone has taste, even if they don’t realize it. Even if you’re not a great chef, there’s nothing to stop you understanding the difference between what tastes good and what doesn’t. There is little difference in people, but that little difference makes a big difference. The little difference is attitude.

The big difference is whether it is positive or negative. The good and bad things are what form us as people and change makes us grow. One person can make a difference, and everyone should try. Today Somaliland look like a country as we see progress and development throughout the country while there is no single visible progress in Somaliland at the period of Dahir Riyaale Kahin and a consequence, people of Somaliland felt regret electing him in contest with the current president who saved his country from zero. In reality, the stability of Somaliland could have seriously damaged. Imagine our army that protects our national borders and sovereignty has not paid their wages over several months. What do we expect when our services mean who are round on guard to protect us from external enemies not been paid in several months. If our army forces, our police and our other various forces are not true citizens, they would have looted the whole country which we have paved the way for complete Somaliland deterioration. In short, in the event there is real justices, Dahir Riyaale should be prosecuted and charged for the corruptions that he committed against a poor country and poor people.

Let our justices loudly speak. There justice is denied where poverty is enforced, where ignorance prevails, and where any one class is made to feel that society is not an organized conspiracy to oppress, rob and degrade them, persons nor property will be safe. Injustice anywhere is a threat to justice everywhere. There may be times when we are powerless to prevent injustice, but there must never be a time when we fail to protest. In short people of Somaliland will be glad if Dahir Riyaale be charged for the corruption that he committed his poor country and put him behind the bars to pay the cost of his corruption. I will be extremely glad in event he will be kept behind the bar in view the massive corruption that he inflected his country and his people on 9 consecutive years. He does not deserve even office clerk let alone a president and had equipped with little moral, sense or feeling, he would have kept silent, so that somaliland people will not remember the setback that he brought to us both domestically and externally. Respect for ourselves guides our morals; respect for others guides our manners. I think that Dahir Riyaale believes that politics and corruption have no relation to morals and that is what encouraged him to call a press conference on June 11, 2015 otherwise he would have absorb silent.
