Somaliland:Wisdom and Insight from a Founding Father

0

Egal

03/05/2014

In remembrance to the late Egal who passed away exactly the same day as today twelve years ago in South Africa,  I hereby share with fellow Somalilanders’ ‘a food for thought’, a wisdom from President Egal’s unique mind. Egal was the founding father and the architect who engineered the modern day democratic Somaliland. He served two terms between 1993 to 2001 as a president of post conflict Somaliland when his died a hospital in South Africa.

Among the key achievements Somaliland attained during his tenure and under his thoughtful  and visionary leadership included, but not limited to, the drafting, approving and referendum of the constitution, demobilization of militia, disarmament, foundation of political parties, printing of the Somaliland Shilling, institutionalization of government ministries, and and unprecedented effort towards shaping Somaliland’s contemporary relationship with neighboring countries and International Community. His contribution is admired not only by Somalilander but outsiders as well. Matt Bryden of the ICG referred Egal “ as an institution not a mere politician”. In here recently published book,  Getting Somali Wrong,  BBC’s Mary Harper admits that president Egal’s personality was crucial to Somaliland’s rise from the ashes.

These quotes and excerpts come from letters and documents written by the late president himself during 1993/2001 period to different actors in the region and the outside world in order to present the cause of Somaliland. It a reflection and a special insight to the courage, determination, mindfulness, and hard work done by this legendary leaders. The issues covered in these documents and the quotes presented here cover a wide range of international issues affecting Somaliland sovereign in one way or another. Key issues include, terrorism, international aid, regional secuirity, recongnition of Somaliland, expulsion of UN envoys, world lordism, peace making/keeping, failed “Greater Somalia” notion, international relations and many other interesting topics. We’ll try hard to compile 50 quotes by publishing 7 to 10 quotes during the next the 4 weeks.

The ultimate reason behind this minute task is to reflect the ups and downs of Somaliland recent history and highlight the price that we’ve paid to be where we are today. Another key objective is to celebrate not only Egal’s leadership but his pride, confidence and decisiveness in the face of many opposing forces and in the context of fragile and weak Somaliland. Last but not least, we try to give our readers an information that will help them compare and contrast  Somaliland current policy posture with its recent foreign policy engagements.

On the impact of dictatorship on Somalilanders

1.       “In the awful years of the brutal dictatorship of Siyad Barre, not only the physical structure of the country but the moral fabric of our society was undermined and subverted” (Egal, 1995)

On Nuclear and Weapons of Mass Destruction

2.       “What the international community desires is a nuclear weapons-free world. Until that is achieved, the only other alternative is a balanced nuclear deterrent. There can be no halfway house where the world would become hostage to or two nuclear powers” (Egal, Letter, 1995)

On African Peace, Stability and Regional Countries (Africom)

3.       “It is the purpose of this letter to assure that the majority of African leaders are pained by what is happening in Zaire, and alarmed by the altitude of the Goverments in Rwanda, Burundi and Uganda…. Lastly, we, in the republic of Somaliland, would be prepared to contribute 500 (five hundrend) soldiers and their officers fully expreinced in the handling of chaotic situations like those that are now happening in Nothern Zaire to  United State’s lead peace force. (Egal, A letter to US Sectretary of State, 1996)

On Egypt, Somalia and Somaliland Sovereignty

4.       “…During my visit with you in Cairo, I though I had explained fully our gut feelings towards Egypt and our true affinities with the Arab World. I also thought, I have truthfully and withouth hypocrisy explained our irrevocable decision to the leave the union with Somalia and chart our own course for a separate sovereign existence. Should Egypt decide to abandon us, to ignore our sentiments and affections, then your Excellency, you should do so with the knowledge that this stand of ours and the formation of the republic of Somaliland are for the present irreversible. We have to rethink our future relations with our neighbors, our brothers and all the members of the international community according to  their responses to these aspirations of ours.” (Egal, Letter to Egypt’s Foreign Minister, 1997)

5.       “..As I did Cairo, I once again appeal to you and through you to President Husni Mubarak to re-evaluate your policy on Somalia and to relate that policy not to a theoretical preference, but to the practical realities in Somalia and Somaliland” (Egal, A letter to US Sectretary of State, 1996)

On Aid, UN and International Agencies

6.       “..the UN Agencies at their inception were far different from the conglomerates into which they since developed. UNICEF and SCF were exclusive patrons of children whom they have exhibited as deprived lovable human beings but NOT the distressed circumstances of starvation which now fills the screens and the public relations media. FAO who was conceived to pioneer green revolution in the third world is now limited to the peripheries of the agro-animal husbandry crusade…. OXFARM is no longer the altruistic fighter against the famine. All, however, film famous actors appealing for donations and legislators are funded with tours abroad in exchange for glowing testomonials.” (Egal, Somaliland Council Minister’s Policy Statetement, 1995)

The Republic of Somaliland: A Brave and Resourceful Nation that Deserved the Recognition of World Community.

As we are approaching the 23rd anniversary of the independence of our Sweet Homeland; the maturity, name and reputation of the State of Republic of Somaliland is growing by the day. The celebrations on May 18th of every year have become a versatile and widely held global event. It is a special and precious day for all peace-loving fellow citizens. It is the day of the repossession of the once lost freedom and independence of our homeland. Solidarity, national unity, patriotic feelings among the citizens (at home as well as abroad) and global exuberant celebrations are all the special features that are associated with the celebration of 18th May of each year. It is also an exceptional day to commemorate all those martyrs who lost their lives for not only to defend the existence, honour and name of their own people but also the naissance of the roots and foundation of our most cherished asset that we have today; Sweet Homeland; the Republic of Somaliland!

Following more than 75 years of colonial rule, the British Somaliland Protectorate gained its independence on 26 June 1960. Just five days later, on 1 July, it joined with the former Italian Somalia to create the unitary state of the Republic of Somalia. Despite early hopefulness associated with independence and nationhood euphoria, processes of unification and a rules-based integration between the two states proved to be a failure by any measure. The voluntarily union with Somalia has caused nothing else but destruction and lost opportunity for millions of Somalilanders. It was a missed opportunity that obviously never turns back.

Historically, legally and politically Somaliland has a unique case for seeking and demanding tirelessly international recognition. The Republic of Somaliland was once an independent and sovereign country that voluntarily merged with Italian Somalia and the nuptials failed. The union of the two countries (1960-1991) was an indisputable failure and the popular referendums in Somaliland (in 2001) have shown immovable resistance to its restoration.Today, Somaliland could have enjoyed its independence and would have been a success story had they not voluntarily united with Somalia Italiano on 26th June 1960.

The World is rewarding the wrong State!

The people of the Somaliland Republic have done nothing wrong except being fast determined to realize their ideals and aspirations by exercising their fundamental and universal right for self-determination. Our people have made a clear choice to embrace the democratic norms and values. Some countries in the region may have interpreted this step as a dangerous threat to their dictatorial regimes and they prefer to fight against this phenomenon by any means. Nothing else but it is the choice that our nation has made what created the growing hatred and hostility towards the existence of our country. Somaliland’s democratic achievements, its sustained stability and the belief in a constructive engagement in international issues for peace and security have created a lot of animosity from the neighbouring countries.

The Western powers and their allies are utterly convinced that failed states are the seedbed for terrorism and extremism. The long-term solution for this global challenge is establishing democratic institutions and multi-party elections. Unfortunately this principle is not applied more widely. The Republic of Somaliland should have been long recognised as a member of the international community. The people of Somaliland should have been rewarded for their credentials, democratic achievements and sustained stability in a volatile region. It is utterly incomprehensible the logic and motive why the UN still clings to an absurd notion that Somaliland should rejoin its wayward and unruly neighbour Somalia, knowing the fact that Somalia (often taken as the archetype of a failed state) has for more than two decades exemplified the deficiencies of statelessness. The government of Somalia has entirely failed to create and develop a rules-based system to protect and promote the peace, security and socio-economic well-being of its population. However, strangely enough the attention of many of the world’s leading developed countries and the international development partners is nowadays increasingly focused on a country that failed to meet even the most basic criteria of statehood.

Also the USA, the EU, Britain and the rest of the world seem content to sit idly by and not to act to preserve this young African democracy. May be the western powers would have acted when this brave and resourceful nation descends into the familiar chaos of its neighbour (Somalia), which can only harm the entire Horn Region and, surely the rest of the world will pay the price!!

Somaliland has succeeded to provide the country’s inhabitants to enjoy a peaceful and congenial environment in which they live side by side in peace and harmony. Somaliland has been (and that is still the case) an independent country for the last 23 years and governed itself peacefully since 18th May 1991 under a National constitution endorsed at a national popular referendum. Somaliland has held 5 times democratic and internationally monitored local and national elections. The people of the Republic of Somaliland have shown to the outside world their value, belief and exceptional quality with respect to dealing and adoption of universal democratic norms and values. Somaliland’s democracy model is an encouraging and promising sign for all African states, which can lead that Africa makes overtures to the right direction.

CONCLUSION:

The Republic of Somaliland should have long been recognized as a member of the international community. However regrettable it might be, the right for self-determination of Somaliland people has been time and time again ignored and thwarted by reluctant and unpredictable world powers as well as the UN and AU. The Republic of Somaliland became the victim of an ambiguous world of double standards. Democracy, good governance, free market and respect for human rights are all universal standards that fully embraced by the West as long as this serves for their geo-political and economic interests. If that is not the case, democracy and other international standards suddenly become considered to be hazardous and the Western countries look to the other end.

No matter whatever happens next but one thing is certain: the self-determination and the incredible perseverance of the noble people of Somaliland will ultimately prevail.

May God Bless and Protect this Great Nation (The Republic of Somaliland)

Somaliland:The Price of Legacy: Mohammed Ibrahim Egal.

0

The Late Mohamed Haji Ibrahim Egal“President Egal was one of the most lucid leaders of Africa and the horn, a man who left us with hope and inspiration”

In any nation, there are citizens who recall and appreciate the life day’s legacy of the people who contribute the good cause and make difference to the lives of others.  The people of Somaliland reacted with shock as the news of death was announced as 3 may, Friday afternoon in 2002. And this month is the month which will mark one of our saddest and hideous turning points in our lives.  Each of us will remember that moment; the bad news comes to where we were and what we were doing.

Mr. Egal was stalwart pillar in the existence of the Republic of Somaliland, and he always has a man who promotes peace and democracy where choes is the dominant factor. He was sociable person who injected new meanings and dignity in to the veins of Somalilanders. His veracity and deep commitment to principles in which he believed made him an exceptional figure in the political spectrum.  And if ever somebody was to be given the title of humanity and good nature, then he was the soul of it.

He showed by example what can be achieved through the hands of people. I can testify to his success, to his process of disarmament and reintegration. His government had taken on the task of collecting weapons from private hands and possessions. Heavy arms were surrendered to the government in 1994. Then, the clan militias and SNM fighters were recruited in the national army. Substantial numbers of militia were registered with the government and they took their role as military, police and custodian force in a bid to restore law and order and sustain peace.

In fact the disarmament and re-integration brought considerable progress in social transformation and as well as creating a better life for the people in Somaliland. This DDR process has initiated a more stable environment that passes the ex-combatants into a new life of making civilian. In the provision of Disarmament the government started for supporting war widows, physically and mentally disabled and handicapped persons to access social services. Somaliland’s Disarmament Demobilization and Re-integration became one of the best managed and effective DDR processes that were implemented in Africa.

President Egal has left us a proud legacy and has placed our country irrevocably on the road to progress. That was why Somaliland has accomplished a viable progress and phenomenal development in political, educational and democratization without substantial foreign aid and as well as set a true example for many societies and countries around the world which are internationally recognized and receives more extensive support to the world communities. He was one of the most lucid leaders of Africa and the horn, a man who left us with hope and inspiration.

Men like Egal are so rare, that when they leave the world, they leave behind a living legacy. When the history of this country is written for the future generations every young person will have to say we lost a kind, thoughtful and gentle father. And all the young, that grew for many years of his era would understand, he is not only a hero but a legend that bring unity among the Somaliland community.

At last, we have a great pain for the loss of our lucid leader. And the fact that he had passed away does not mean he departed from our lives. The passage of time has not healed our hearts and as life and memory last, we will remember you and you will remain deep in our living memories for the rest of our lives.  May his legacy remain as a guiding light to the brothers and sisters of beautiful Somaliland! May Allah rest his soul and give peace in Jannah.

Arrest of Nine Journalists in Ethiopia.

0

Logo_QMJG12Press Release: 30th April, 2014
On April 25th Ethiopia authorities have arrested nine journalists as part of continuing crackdown on free press in Ethiopia.
Long before Ethiopia started narrowing political and freedom of speech space in Ethiopia, it has imposed a sanction on the Ogaden. Independent media and international organisations have been strictly prohibited to freely operate in the region to mislead the international community and cover the inhumanly abuse and atrocities that their military and allied Liyu Police militias are committing in the area.

The arrest of editor Asmamaw Hailegeorgis, freelancers Tesfalem Waldyes and Edom Kassaye, and bloggers Abel Wabella, Atnaf Berhane, Mahlet Fantahun, Natnail Feleke, Zelalem Kibret, and Befekadu Hailu is coming nearly three years after Ethiopian army wounded and harassed two Swedish journalist who went Ogaden to report the dire human right situation in region. Johan Persson and Martin Schibbye were arrested and sentenced in to 11 years imprisonment by the Ethiopian kangaroo court.
Since the Ethiopian parliament passed the vaguely defined anti-terrorism proclamation there are many journalists and politician who were arrested and harassed in the higly sectret torture cells in Makalawi, Kaliti and other prisons in the country.
Ethiopia has a history of oppression and intolerance towards the truth as they evade from it is international human right obligation.
Qorahay Media Journalist Grouup are strictly condemning Ethiopain government actions against the freedom of speech and expression in general and the media blockage in the Ogaden in particular as well as the latest arrest of the nine journalist in this month.
We are also calling for the international community, human right organisations, press freedom activists and international media to press Ethiopian government to stop immediately all forms of killing and abuse against civilians including journalists and to open Ogaden region for the independent media.

A genocide we can stop

0

8769_south-sudan-violence_1_460x230Bodies of women and children piled in the road, hate propaganda filling the airwaves, militias raping, mutilating, murdering – Rwanda 20 years ago? Think again. This is happening right now in South Sudan and we have the power to stop it.

Two men are to blame: President Salva Kiir and his former deputy Riek Machar. Locked in a bitter power struggle, both are cynically stoking tensions between their two previously peacefully co-existing tribes. Both men have assets abroad that can be frozen.  If we hit Kiir and Machar where it hurts — their wallets — we can still stop this nightmare becoming a genocide.

With peace talks about to resume, the US and France are calling on the UN Security Council to impose sanctions. Even China doesn’t want to see this oil-rich nation slide into chaos either. Soit’s winnable — but we have to act fast. Let’s give key global leaders the mandate they need to impose tough sanctions now. Sign here to flood them with 1 million voices urging them to save the people of South Sudan:

https://secure.avaaz.org/en/ceasefire_in_south_sudan_31/?bWiHveb&v=39480

It’s heartbreaking – and outrageous. More than one million of South Sudan’s six million people have fled their homes, tens of thousands have died, the country is facing widespread famine. Yet for months large delegations from both sides have been staying in plush hotels in neighbouring Ethiopia, supposedly negotiating for peace.

Now, finally, we have a chance to stop this insanity. The UN Security Council is meeting this week and for once the US, China and leading nations could all be convinced to be on the same side. They’re eager to see an end to conflict and also protect the billions they’ve invested in the country’s oil reserves and infrastructure. Together, let’s push them to agree the toughest sanctions possible on Kiir and Machar, including asset freezes and travel bans. It’s the only way to force these men to rein in their armies.

With the spiral of violence spinning out of control, the people of South Sudan cannot afford to wait a second longer. The world failed Rwanda 20 years ago, it’s up to us not to fail this time again. Sign now and share with everyone:

https://secure.avaaz.org/en/ceasefire_in_south_sudan_31/?bWiHveb&v=39480

After Rwanda, the world said never again: now we can harness the power of this amazing community to live up to that promise. Together, let’s seize this moment of unique global consensus and speak with one voice to stop the suffering in South Sudan.

In hope,

SOMALILAND PRO-DEMOCRATIC AND HUMAN RIGHTS MOVEMENT’S POSITION

0

REF: HW/1/311 /14                                                                                                                          23/04/2014

Public Release: Somaliland-018

SOMALILAND PRO-DEMOCRATIC AND HUMAN RIGHTS MOVEMENT’S POSITION LETTER:

How corruption in Certain Somaliland private media is undermining fragile democracy

We, the undersigned pro-democracy movements in Somaliland, comprising of independent civil society networks and umbrellas ranging from human rights defenders and minority rights lobbyists, the disabled people’s activists, wish to present our findings and position on the dispute between the Government of Somaliland and pravite owned Haatuf Media Network (HMN).

Seven years ago when the Somaliland security forces rounded up the owner of HMN, the editor-in-chief of Haatuf Somali newspaper, Ali Abdi Diini, and the HMN Awdal correspondent, Mohamed Omer, the Horn Watch organizations spared no effort to stand by them and pressure the government to unconditionally release them. The Organizations, at the same time, succeeded to spirit away to safety a fourth suspect on the government list, Mohamed Rashid, finding him asylum and living means in the neighboring country of Ethiopia.

In 2007, the Somaliland impartial human rights defenders were fully satisfied that HMN was responsibly dispensing its media commitment honestly and to the letter, and that the corruption scandals they exposed had no ulterior motives and was in line with their exercise of independent media obligations in a democratic, pluralistic society.

Today, HMN and its owner have not earned the unequivocal support of the Somaliland human rights defenders and pro-democracy activists. Following a comprehensive investigation we carried out to identify the bases of the dispute between HMN and the government, we found out that the owner of HMN used the media facilities under his disposal for personal gains which is a clear departure from the principles and obligations governing the protection of freedom of expression thus understandably losing the unstinted support of local human rights groups.

Unfortunately, it has become clear to pro-democratic movements in Somaliland, following its in-depth investigation of the matter from all possible angles, that the current disagreement between the government of Somaliland and HMN was borne from a sustained defamatory coverage against Somaliland Minister of Energy and Minerals as retaliation for a perceived opposition to an expressions of interest that the HMN owner and his brother-in-law, Mr. Yussuf Abdullahi Omar, submitted to the government which according the Somaliland Ministry of Energy and Minerals did not measure up to government standards required for active involvement pertaining to the grant of concessions to petroleum exploration blocks. The principal company, Boule Mining Group[i], through a letter signed by one Audrey Richardson, “Corporate Secretary”, appointed Mr. Omar, to submit an Expression of Interest to secure Petroleum Exploration and Development Licenses within Somaliland[ii]to the Ministry of Energy and Mineral Resources on their behalf. The communication between the Ministry, on one side, and the appointee with the owner of HMN, Mr. Yussuf Abdullahi Gaboobe, was confirmed to the human rights investigators by respectful individuals who tried to arbitrate the issue on behalf of HMN owner and his brother-in-law.

Following the rejection of the aforementioned Expression of Interest by the Ministry on technical grounds, the HMN owner started to continuously and intentionally publish highly defamatory material and slander against the Somaliland Minister for Minerals which grossly violated his constitutional rights without a shred of evidence accompanying it. The HMN coverage had the potential to yet have catastrophic consequences on the newly introduced natural resources exploration programs and their exploitation.

It is noteworthy that not a single other newspaper has taken up the HMN hue and cry of the past five months.

The rest of the independent media in Somaliland are of the belief that the HMN owner largely sided with the government protecting own personal interests.

Getting actively involved in business and broker-ship relating to the oil exploration initiatives in Somaliland, attests to the fact that the HMN and its owner have turned their backs on the impartiality and objectivity associated with independent media  and the constitutional exercise of a freedom of expression.

The Somaliland human rights defenders are gravely concerned that one of the leaders of Somaliland independent media can use his resources for personal vendetta tools which can set a highly questionable example for the more impressionable ranks presently practicing journalism in Somaliland.

On the same token, the Somaliland human rights defenders are equally disturbed that little some newly established human rights organizations speaking in the name of human rights and media in Somaliland are deliberately covering up actual facts surrounding this issue from the public obviously fulfilling agendas of their own.

In conclusion, we, the pro-democratic and human rights movements in Somaliland, believe that the HMN case can be tried in a civil court. Prior to this, we urge the government to lift the ban from HMN on condition that it acts responsibly and with propriety within the realms of the rights set forth by the Constitution of Somaliland.

On a similar vein, we ask the residents of areas where the oil exploration affects not to claim sole proprietorship of consequent resources and to see the programs on their true, national perspective.

Somaliland Pro-democratic and human rights groups strongly advise the Somaliland government to submit all oil and minerals exploration agreements with foreign firms agreements to parliament for ratification in order to foster an environment of transparency, unity and cooperation on national issues.

Furthermore, we call on the Somaliland government to uphold the Declaration of the Human Environment adopted by the Stockholm Conference stated in part that:

The natural resources of the earth must be safeguarded for the benefit of    present and future generations through careful planning or management, and that the capacity of the earth to produce vital renewable resources must be        maintained and wherever practicable, restored or improved.”

We call all Somaliland stakeholders on all matters relating to national resources, to jointly create an environment in which all Somaliland citizens get the profit underlying the country’s oil and minerals exploration and development projects in an equal manner.

All interest individuals/institutions for detailed information about this case can contact: xuquuq@gmail.com, hornwatch@yahoo.com, Tel. +252-63-5147777.

DEAR PRESIDENT,

Do not welcome the dictator!

We do firmly hope that this letter will land in your proper hands so that you can read our message to you. We are writing you this letter first on behalf of the African people who would like to live in a society of freedom and dignity like many other people in the world. We are also writing you this letter on behalf of the African youth who are most starving for liberty, dignity and peace in their own countries. We are finally writing you this letter on behalf of the Djiboutian people who are enduring more than thirty six years of dictatorship, oppression and lack of basic human rights in their mother land and who are at this very moment struggling to get rid of this tyrannical regime .Dear president, deep from our minds and hearts, from all corners and walks of this great African continent, we were all thrilled to the bones when we heard the ground breaking speech you made in Ghana five years ago. We felt proud and happy to hear from your mouth that “Africa needs strong institutions rather than strong men”. All of a sudden. We became aware that we were not left alone in our fight for a society of freedom and dignity. Your choice to invite African youth rather than undemocratically elected heads of states at the white house also made us proud and filled our hearts with huge hope and genuine support from you and from American nation beyond .

Actually, it is a sad reality but too many African countries are run today by strong men who have destroyed everything that could build the pillars of strong nations. Core institutions are trodden down if not destroyed .Basic health system and education are the first victims of this lack of good governance. For a long time those African leaders have overlooked the general interest of their country in order to serve their own ones. They chose to squander the wealth of the country for their own and family benefit alone. As a result most of those countries under the rule of strong men are simply bound to vanish into anarchy. We remember SOMALIA, former ZAIRE, IVORY COAST and ZIMBABWE, just to name them. Most of those strong African leaders run their country with iron fist based on the use of permanent oppression and repression. Some of them simply ask the advice of their wives or their cronies to call for a change of the constitution on the spot. Others wake up in the morning; drink up their cup of tea or coffee and say: “Guys, time is running out for us! Let us summon the assembly and have the constitution amended, otherwise we will be all thrown out into the street”. That is the way most current leaders rule their people. Dear president.

Djibouti, my country, is one of these African countries under the rule of a strong man rather than strong institutions. What is worse in Djibouti is the fact that we are living under a hidden dictatorship because almost no one else except us does not seem to see the plight we are going through here. The current president dictator, ISMAEL OMAR GUELLEH, is running the country with the use of force and daily oppression. He has never accepted any fair and free election. Dear president, this small country but highly strategic is likely to add up to another instability in this already troubled region if the current president does not open the country up for a democratic change. Dear president on may 5th you will be receiving Djibouti president dictator at the White House ,the shrine where the founding fathers drafted this great ant timeless constitution , the seat of the American lawmakers , the cradle of this great America democracy. On may 5th you will be sitting at the WHITE HOUSE with a strong man who is using AMERICAN TAX PAYERS’ MONEY (100m US$/YEAR)TO KILL , TORTURE AND OPPRESS HIS OWN PEOPLE . On may 5th you will be sitting at the WHITE HOUSE with the most corrupted president who is money laundering our national riches , AMERICAN TAX PAYERS’ MONEY into the off shores. On may 5th you will be shaking hands with a president dictator who is going to cling to power for ever against the will of his people. In 1991 late NELSON MANDELA put his first steps on the path of freedom after 27 years in prison. This was made possible thanks to the resolute of his fellow south- Africans and the priceless help they got from the international community. On may 5th we Djiboutian people are excepting from you, your people and your lawmakers to stand with us and give us your support against the dictator , the tyrant, the oppressor for the sake of securing our freedom and true democracy home.

God bless America and its people!

God bless Djibouti and its people!
