Kenya – Somalophobia and the Heel of Insolent Might

The dramatic events surrounding the siege of the Westgate Shopping Mall, Nairobi that began on 21st September 2013 has become seared into the Kenyan psyche. The three day siege and the deaths and casualties that resulted ensured proved both shocking and yet strangely unifying at the same time. Just as the series of attacks in the US on 11th September 2001 caused convulsions and reverberations locally and internationally, the events at Westgate underscored the vulnerability of the East African powerhouse. For all the horrors and futility of it all the local media was determined to find heroism in the darkness and this it indeed managed to do, but equally whilst many sought solidarity in the face of danger further human frailty emerged in the form of bungling and looting on behalf of certain members of those forces sent in to ‘neutralise’ the attackers.

Kenya’s soul searching about the causes of acts of violence has yet to begin, for thus far to have done so has appeared in some way unpatriotic and may have lead to searching questions. The Kenyan Government has readily resorted to deploying the post-9/11 lexicon, talking of “terrorists” and the need to wage war on those it deems a threat to the values enshrined in the country’s constitution. The use of such language seems strangely reminiscent of that used by the Colonial Authorities during the Mau Mau Uprising (1952-1960) and the atrocities and retribution that followed. History as ever teaches us that these matters are rarely as simple and clear cut as some might like us to believe. The current security situation has its genesis in a number of areas:

  • Regional instability in the Horn & East Africa
  • The inability of the African Union (AU) to come up with a coherent policy with regard to irredentism
  • The desire by certain East African states to work overtly and covertly for the Balkanisation of Somalia
  • The fear in some quarters that a movement for a Greater Somalia might gain serious traction
  • The near total abdication and indifference on the part of the international community with regards to Yemen
  • Unemployment, food insecurity & drought that has caused some young men drawn out of desperation to seek gainful ‘employment’ amongst extreme groups that purport to be adherents of Islam
  • Military adventurism into sovereign Somali territory, often upon the pretext of tackling radical elements
  • The perception that an international war is being waged against Islam

Radical groups such as Al Shabaab are a pernicious presence both inside and outside Kenya that delights in seeking out the young, the vulnerable and the marginalised in order to win them over to their perverse cause. The Kenyan State and those that operate in its name have indirectly become a key recruiting sergeants for Al Shabaab not through any sympathy for its cause, but by the manner in which its heavy handed and brutal tactics have totally alienated Somalis as well as disposed elements residing within Kenya. The vast majority of people in Kenya of Somali heritage are law abiding individuals and yet all too often the Somali community and those from other countries in the Horn of Africa are routinely stigmatised. Derogatory remarks are made about ‘the Goat People’ and if Kenya is truly to live up to its democratic and pluralist aspirations such racism and xenophobia must end. A recent spate of bombings, instead of being approached with intelligence and equanimity has instead witnessed disgraceful conduct from some in the Kenyan Security Forces.

When the Westgate Mall Siege began and once President Uhuru Kenyatta was finally roused and able to focus on the job in hand he made a televised address to the nation and made clear that a unity of purpose was paramount if such evil was to be not only confronted but defeated. Sadly, sensitivity and intelligence in regards to combating dangers has been conspicuous by its absence. Old Kenya hands will tell you that trust in the Police has been being eroded for years. Such a dismal situation begs the question: Will David Kimaiyo, the Inspector General of the Kenya Police, declare all out war on mismanagement, rampant corruption and the terrorising of innocent civilians by his officers? – currently the signs are far from encouraging. The Wikipedia entry for Kenya’s General Security Unit (GSU) opens as follows: “The General Service Unit (GSU) is a paramilitary wing of the Kenyan Military and Kenyan Police, consisting of highly trained police officers and special forces soldiers…”. Well I would like to know what exactly is meant by “highly trained”. A series of events from Westgate to the systematic raids, robbery and intimidation of the Somali residents of districts such as Eastleigh have demonstrated a desire not to serve and protect, but to self-serve and abuse. The activities of the GSU and other elements of the Kenyan State bring shame upon the country and raises serious questions about the ethical standards of those who are supposed to be leaders. True leadership is not about the heel of insolent might, it is about sensitivity, discretion and the ability to recognize that with power comes responsibility. At present all we see is thuggery and ill-disciplined behaviour that surely must have been sanctioned at the very highest level.

As Somalophobia is allowed to take hold and in certain quarters is actively encouraged it is regrettable that nations that are the usual cheer leaders of human rights have manifestly failed to condemn the human wrongs taking place in Nairobi and elsewhere. Political expediency and a multiplicity of base motives have ensured a silence that is near deafening. Incarcerations, beatings and the carting off of innocent citizens including women and children to Kasarani stadium have nothing to do with a so-called war on terror. Whilst some may choose to look the other way, at the very least bodies such as the Commonwealth that claim to espouse ethical values should be raising concerns and even be prepared to consider suspending Kenya if the current abuses continue unabated. Ethnic Somalis whether Kenyan citizens or not feel betrayed and failed not only by the international community, but also by their own community leaders and those across the Horn & East Africa. In addition the attitude of the Somali political leaders across the region has been described as at best weak and at worse positivity supine in nature.

Kenya has legitimate fears and as a sovereign nation is entitled to take reasonable steps to protect its people, but much of what is taking place at present is worthy of a lament: Oh Kenya, what crimes against the innocent are perpetrated in thy name. Surely, this is not what your founding fathers struggled for?’

Somaliland:UCID officials meet with FCO officials in London, Uk

London 08May14 -Officials of the Justice and Welfare party UCID lead by the party’s Presidential aspirant Hon Jamal Ali Hussein flanked by the other party officials met with among them head of the party Mr. Abdullah Omer Shaqale ,the secretary of Education Mr. Fawsi Haji Yusuf and the head of women’s wing  Mrs. Fardus Egge meet with officials from the foreign and commonwealth  office to discuss issues pertaining democratization process , education , health and illegal immigrations.

Hon Jamal Ali Hussein leading justice and Welfare party “UCID” officials in the talks with the officials from the FCO Comms| Diaspora Outreach Lead to discuss how the UK government can assist Somaliland in the upcoming electoral process, in the field of education and health and most importantly the issue of illegal immigration which has had a toll on the Somaliland youth.

On the other hand  the UCID officials discussed the current media situation in the country and ways to safeguard media rights and to ensure free media is the responsibility of the entire government  which to improve and make significant Media law, regulatory framework, fairness-doctrine, equal-opportunity, Broadcasting, Media-policies, Code of conduct and Ethics

The UCID Presidential Aspirants Hon Jamal Ali Hussein thanked the FCO officials for their hospitality and he hoped for a continued good working relations.

Who to blame for the cost of electricity in Somaliland?

The electricity cost of Somaliland is outrageous and the consumers are paying through the nose. Although the *GDP per capita of an average consumer in Somaliland is $600 annually based on the United Nations census, the cost per kilowatt of electricity in Somaliland is more expensive than in the USA and some other European countries.

Whether you call it intentional gouging or free market principles at work, the acquiescence of the government is suspect. To perpetuate the domination of the market and preserve their exclusive extortion of customers, government officials are somehow convinced to look the other way, with a wink and a nod.In reciprocation the owners of the electric generators are assured to pay little taxation, which proportionally is not commensurate with what the lady who is selling few tomatoes at the corner pays, or no taxation at all. Somehow they are also shielded and are able to dwarf any large scale competition such as establishing a single high capacity generator that would provide inexpensive electricity throughout the city and duplicate it in all cities of Somaliland.

The proof of my allegation is in the pudding. For instance, neither the current government nor the previous governments have seriously addressed this pressing issue. Our sister country Djibouti had a similar problem until they negotiated with their friendly neighbor Ethiopia to provide muchneeded affordable electricity. Consequently, the cost per kilowatt of electricity in Djibouti went down significantly followed by a robust economy. This proves that there is a direct correlation between the availably and reliability of reasonably priced energy, national development, and economic advancement.

Likewise, Somaliland government officials have the capacity and can articulate to Ethiopia in a framework that addresses long term geo-political and economic advantages to both countries of mutual cooperation that include buying electricity from them since they have abundant energy resources.

Ethiopia is already selling electricity to Sudan (100 megawatts of power), Kenya (400 megawatts), and Djibouti (35 Megawatts). Ethiopia is currently looking at a potential electricity deal with Yemen. If the study prove practical, electric cables could be laid out via the Red Sea; hence providing a reliable source of energy for Yemen. If Yemen is ensuing to be a player in this bonanza of trading with Ethiopia in the pursuit of cheaper energy, what in the world are our government officials waiting for, unless they are more interested in kickbacks than mitigating the suffering of their constituents?

Energy is a catalyst to development and economic advancement. Every aspect of the economy, including but not limited to household utilities, light industries, and security thrive where energycostis affordably available.I am flabbergasted to occasionally hear the debate of who should get the rights of running the cement factory in Berbera. Before that argument is settled we should ask where the energy to run it would come from. The process of separating iron ore from the sand requires so much heat that those rudimentary generator those cartels are milking will not suffice.

To come back to my original point of contention, it is ironic that some of the members of the electricity cartel claim to be devout Muslim who often preach the importance of equality, fairness, justice and charity to the poor. You are judged by your deeds, not your rhetoric.

The word “RIBO” in Somali means usury, which is abhorred in Islamic societies. It is eliciting an unbearable and deliberate compensation for a product or service on someone who can’t possibly pay for it but his/her livelihood and the livelihood of his family depends on.  The payment is equated, in my opinion, cutting your nose to spite your face.

Somaliland:Cash-Strapped UoH Expects to get Support from Proposed Foundation

The primary purpose of the UoH President’s trip to UAE was to explore external sources of funds to augment the meager financial resources of the University of Hargeisa, which are based, nearly 100%, on TUITION FEES.  To this end, I had meetings and discussions with eminent and well-informed persons from Somaliland, who are permanent resident of the UAE.

I had the first meeting with Mohamed Ibrahim Yassin (Olad), Founder and Managing Director of Dallo Airlines.  Olad came up with an appropriate and practical idea. He suggested the establishment of a foundation like the Amoud Foundation whose responsibility is to work for the growth and development of the University, the relief of financial and highly qualified staffing burdens. Olad contacted Abdullahi Adan Rayid ( Abdullahi Congo), a former high-raking Arab League official and a former Somali Ambassador, who is well-connected with the top leaders of Sharja Emirate.  Mr. Abdullahi supported the idea to create a foundation that champions the cause of the UoH .

This foundation is hoped to raise funds and other relevant support on sustainable bases from UAE charity organizations, UAE universities and higher education institutions, UAE businesses, and the Somaliland Diaspora. The main purpose of the foundation is to defray the cost of providing quality education  at the University of Hargeisa while lessening the burden of students fees increments as well as addressing the unemployed University graduates.

Olad suggested that he would consider engaging Dr. Bulhan, the former President of UoH, to assist in this worthy endeavor. He would also urge Abdullahi to facilitate the arrangement of a conference under the auspices of the rulers of Sharja province. The key participants of this conference will be UoH and the Ministries of Education and Planning.

Olad raised a question that UAE donors may ask. Why should they give funds to the new foundation? To answer this question, the theme of the conference should not only address the need for funds for the foundation to improve the quality of education at UoH, but it should also articulate the plight of unemployed University graduates who could be attracted by radical religious groups that pose serious threats to the security and stability of the East African region and the rest of the world including UAE.

Next, I traveled to Abu Dubai where I was received by Abdurahman Jamea,  Advisor for Abu Dubai Economic Development Council.  Mr. Jamea expressed his willingness to help the University of Hargeisa. He recommended that the University write a proposal for the establishment of an Institute of Islamic and Arabic studies which would support the existing College of Islamic studies as well as expand the scope of the College to include research and Arabic learning. Mr. Jamea also assured to play an active role in the planned foundation for the University. He also shared with the President other innovative funding mechanisms that could raise a great deal of funds for the University. In this city, I also met with Dr. Saad, the Chairperson of the UoH Board of Trustees. Dr. Saad is very supportive of the idea of establishing a foundation.

The last leg of My trip was to United Arab Emirates University in Al-Ain.  I was welcomed at the United Arab Emirates University by Dr. Mohamed Yusuf Hassan, Associate Professor in the Department of Statistics, and Ali H. Dualeh Abdulla, Director, Collections & Scholarly Communication.  They were eager to assist the University of Hargesia in any capacity possible. They expressed an interest in visiting the University in this summer to conduct a needs assessment for teaching staff professional development and other academic resources such as books, equipment, etc.  They also assured their desire to support the establishment of the foundation. However, they indicated the need of a letter from the Minister of Education requesting a collaborative agreement.

All in all, the President’s trip has been a success but requires constant follow up. I thank all those who extended hospitality and made the trip fruitful. The establishment of a foundation would be a great external source of revenues for the University of Hargeisa.

Dear Your Excellency,

Today is the auspicious occasion of the 33rd anniversary of the formation of the Somali National Movement (SNM). You had been its top leader for a number of years and your contribution to the eventual and successful realization of its vision, mission and objective was exemplary and crucial.

Somaliland was the birth child of the SNM struggle and the injustices that it had fought against.  Now you are our nation’s president and the person that happens to be at the rudder of its destiny. The conventional wisdom is no one is more experienced, morally conscientious, dedicated and competent to uphold and further develop the ideals for which the SNM, all Somalilanders and their reclaimed country had undergone through unspeakable sacrifices to achieve than your Excellency.

In case theses ideals have somehow been deleted from your recollections, they could be expressed in a few and simple statements:

Ø  Justice, independence and self-determination

Ø  A country under laws not under the thumps of personalities

Ø  Good governance firmly based on the universally accepted democratic principles

Ø  Separation of powers, duties, responsibilities and authority in government; the executive, legislative and judiciary branches of government independent of each other and thereof Checks and Balances

Ø  Protection of the citizens’ Universal Human Rights; security of life, limp, liberty and property; freedoms of expression, organization and assembly

Ø  Building effective National Institutions free of undue interference and manipulation

Ø  Broad Representation and Inclusiveness in National government  

Ø  Creation and distribution of the National Wealth based on transparency, equitability and fairness

Ø  Elimination of corruption, nepotism and ugly tribalism

Ø  Broad and ongoing consultation in the conduct of the Nation’s Affairs amongst all stakeholders

 

We, the members of the NCRF—who incidentally were amongst the most ardent supporters of your election to the presidency in 2010 without intents or expectations of personal rewards—firmly believe that your government has regressed, if not grossly destroyed, all these ideals and aspirations.

Consequently our country is now at the brink of deep abyss. The continuation on this perilous course will lead to widespread disaffection, discord and perhaps utter total disintegration of our country.

For some of the details, evidences, facts, figures, names of the culprits and list of events that would irrefutably prove that our fears are well founded and genuine, please see the attached document.

It is quite clear that the nation is dire and urgent need of salvation. As its top leader, it is equally obvious that your Excellency should take the lead in initiating such salvation without delay.

In this regard, we earnestly urge that your Excellency to call for and to facilitate holding ASAP a broad based and inclusive National Convention that would bring together a cross-section of all concerned stakeholders (representatives of the government, the political parties, the two houses of the legislature, traditional elders, religious leaders, intellectuals, academics, civil societies, women’s and youth organizations, Diaspora etc) and…

Ø  The current State of the Nation is analytically dissected and debated

Ø  Problems, challenges and threats presently facing the nation are identified and addressed

Ø  Most suitable and sustainable solutions are contemplated, presented and agreed upon

Ø  All resolutions that would ultimately and consensually emerge from the Convention would deemed to be binding on all concerned

Ø  An independent and authoritative commission is set up with the mission of monitoring and ensuring that all the resolutions adapted at the end of the convention are fully complied with and implemented by all concerned within reasonable timelines

We would assure your Excellency of NCRF’s full support and contribution in realizing such an honorable undertaking.

Somaliland:50 Elders from the Hawiye Clan Arrive in Hargeisa Today

A group of more than 50elders from the Hawiye clan of Southern Somalia arrived in the country at the Egal International Airport, Hargeisa late evening today.

 

Rumors of the coming of the 50 Hawiye elders have being high in the past few days with their visit being linked to the ongoing dialogue talks between Somaliland and Somalia in Turkey and so many other issues.

 

Although the press were not allowed access to the visiting Hawiye elders upon their arrival at Egal International airport and also because of the heavy security presence at the time sources who managed to interview one of the elders who goes by the name of Mr. Hassan Hussein said, the elders visit to the country was not linked to politics vin anyway whatsoever but was based on three things which are as follows.

1.     To congratulate the people of Somaliland for what they have achieved through the years through peace.

2.      To learn from their experience and to seek wisdom from the brotherly people of Somaliland.

3.      To Share our advice and thoughts with our Somaliland brothers

 

Mr. Hassan Hussein went on to say, “During the duration of our visit we shall meet local traditional and members of the house of elders.

 

The government of Somaliland has until the time of our reporting kept silent over the visit of the 50 and above Hawiye elders but we expected government officials to break the ice on the matter tomorrow.

 

 

Somaliland:Dr. Haglatosiye Visits Buhodle Hospital as Dr. Ali Khalif Galydh Cry’s for Blood+Video

Somaliland Minister of Health and Labor Hon Saleban Essa Haglatosiye today toured the Buhodle general hospital and other health centers in the town

The Somaliland health minister during the inspection tour said, “Most basic essential drugs are available for children, Vaccination, treatment of some endemic diseases and management of minor injuries are the most important health services children receive at health centers where they are available and that Somaliland government is planning on upgrading the conditions and services provided by health centers in the region.

Only last week Dr. Haglatosiye delivered several Ambulances and consignment of medical supplies to the Buhodle Hosiptal and other health centers in the region.

Meanwhile the maverick Somali MP Dr. Ali Khalif Galaydh today was seen roaming the streets of Buhodle accompanied by women and children who were chanting anti-Somaliland slogans such as down with Somaliland and that all religions including Christianity , Jewish, and Islamic accepted the fight against the Somaliland government and cursed are those against the people of Khatuumo.

Dr. Ali Khalif Galaydh seems to be not aware what his foes are doing on the ground in Buhodle and other parts of Sool which is to win the hearts and minds of the people by not preaching hatred and animosity but to initiating much needed development projects in otherwise underdeveloped areas of country.

Somalia: 130 MP’s call for the Resignation of President Hassan

At least one hundred lawmakers converged together to Discuss and demand the removal of the current President Hassan Sheik Mahmoud from office in Mogadishu on Tuesday.

The 130 Somali parliamentarians in a signed a statement on Tuesday demanding the resignation of the SFG leader after accusing him of incompetence in executing his duties since he took office.

The MP’s blamed President Hassan Sheik Mahmoud for failing to maintain security, halt corruption, adequately navigate diplomatic relations with Kenya, and appoint effective regional leaders.

They said ‘we blamed him that he was not fulfilling his duties as well as failed leading for the country.’ in addition, if he refuses our
signal for his resignation we will through it, in lawful manner.

President Hassan when asked about the motion filed by the 130 MPs to ouster him ,he replied by saying , “It was good to see fellow citizens expressing their will freely although this motion indicates the strongest opposition yet to the SFG leader.

This is the first such significant motion against the president from lawmakers since the 275-member parliament elected Hassan president in September 2012.

Somaliland: First Medicine Production Facility to be Build in Hargeisa

Hargeisa-Edna Aden has unveiled plans to establish a medicine production factory in Hargeisa the first such plant in the country.

The Edna Aden medicine production plant construction began some few days ago at the Maslaha estate in the southern fringes of Hargeisa .

Upon the completion of the Edan Aden Drug production is expected to rival world-class drug production facilities and will employ 25 full time personnel with expertise in commercially viable and international manufacturing processes and who have experience in all aspects of large-scale medicine manufacturing methods and 10 part time workers.

“This investment demonstrates our long-term commitment to our patients and that of the people of the region, hence the decision to build this plant, stated Madam Edan Aden.

Edna Aden is also well known for founding the prestigious he Edna Adan University Hospital which started life as a maternity hospital. After four years building on what used to be a garbage dump, the hospital was opened in 2002. For over a decade, the hospital has taken in literally thousands of patients and, to this day, continues to expand. Despite her position as both the founder and director of this monumental institution, Ismail remains humble about her contribution.

Ethiopia and Sudan arrest Egyptian spies near dam

The Ethiopian government and the government of South Sudan arrested three Egyptian spies on Monday, according to Sudanese media Upper Nile Times.

The Egyptians were reportedly sent by Cairo government to spy on hydro dam projects in South Sudan and western Ethiopia. The three men named Yusuf Haj, Ismail Azizi and Hassan Garai were caught in separate locations of the region.

Yusuf Haj was arrested at the Sudanese border while the other two were arrested using fake tourist visas in Gambella region of Ethiopia. The two were about to board on a bus going to Benshangul – Gumuz state, which is the area where Ethiopia is building a 4 billion dollar hydro dam.

Since 2006, Egypt has also been accused by the UN arms monitoring group of sending weapons and military advisors to help Somali militants allied with al Qaeda. In April, the Ethiopian opposition MP Girma Seifu asked the United States to stop military aid to Cairo pending investigation on Egypt’s support for terrorists in the horn of Africa.

Egypt opposes the construction of dams in upstream African countries and have threatened to strike Ethiopia in the past.  The Europe based water institute SIWI recently accused Egypt of blocking a favorable report by an international panel of experts studying the Ethiopian dam. The independent report concluded that the Ethiopian dam will not hurt Egypt but Cairo disagrees.
